2025 Notary Fee Schedule
As of 2025, the notary fee tariff for notary services has been updated by the Union of Notaries of Turkey with the approval of the Ministry of Justice. This notary fee schedule (notarization prices 2025)The amount of fees to be charged for services is redetermined every year in order to ensure transparency in notarial transactions, to regulate the fees to be charged for services and to ensure that citizens know in advance the costs they will face in notarial transactions.
According to the new tariff, the rate of increase in notary procedures was determined by taking into account general economic conditions, inflation rate and civil servant salary coefficients. In 2025, notary fees were increased by an average of . This increase is particularly noteworthy in real estate sales contracts, power of attorney, contract certifications and copying procedures.
In addition, legal deductions such as fees, stamp tax and VAT are charged separately from the tariff. Within the scope of digital transformation, the ability to perform some transactions through the e-Notary system has contributed to the acceleration of transactions, but a certain fee continues to be charged for these services.
2025 notary fee schedulehas been published in the official gazette and entered into force. Citizens can obtain information by accessing the current tariff from the notary before the transaction or from the official website of the Union of Notaries of Turkey.

2025 NOTARY FEE TARIFF
Notary fee
Article 1- Notaries shall charge a notary fee of thirty percent of the fees they charge according to the Law on Fees.
This fee cannot be less than 44.56 TL for a notarial transaction.
In wage amounts calculated in this way, values below half a cent (0.5 KR) are not taken into account.
Notaries receive a notary fee at the rate of 1 per thousand of the sale value of the immovable when they issue an immovable sale contract. However, this fee cannot be less than five hundred Turkish Liras and more than four thousand Turkish Liras according to the value of the immovable. Notaries may not charge any fee other than the notary fee specified in this paragraph for the immovable sale contracts they execute.
Arrangement fee
Article 2- Notaries charge a fee of TL 2,016.38 for the issuance of wills and trust deeds.
Abandonment of these transactions or their termination, cancellation and modification are subject to a fee at the rate of one third of the fee stated above. In a transaction that requires an arrangement fee, whichever of the notary fee to be calculated and the arrangement fee is higher shall be charged.
Writing fee
Article 3- Notaries receive a writing fee of 61,12 TL for each page of the copy of the papers they write in any way and the originals and copies given to the business owner.
In the event that the copies of the papers shown in the above paragraph are photocopied in the notary office upon the request and approval of the owner of the work, each page of these copies is subject to the same fee.
If a notary public writes the transactions exempted from fees, stamp tax and pictures in special laws, a writing fee shall be charged in accordance with the provision of the paragraph above.
No writing fee is charged for testimony and confirmation annotations.
Conversion fee
Article 4- Pursuant to Article 103 of the Notary Public Law No. 1512, a translation fee of 505,81 TL shall be charged for each page of the papers translated or translated by the notary from one language to another language, from one writing to another writing.
Pages containing 10 or fewer lines of paper translated or translated from one language into another language or from one script into another script shall be charged half of the fee specified in the first paragraph.
Comparison fee
Article 5- A fee of 61,12 TL per page (excluding originals) is charged for the comparison of papers written outside and brought to the notary public for approval or notification.
Transactions exempted from fees, stamp taxes and pictures in special laws shall be subject to the same fee.
Registration fee
Article 6- A lump sum registration fee of 19.10 TL per transaction is charged for the papers pertaining to the transactions that are required to be registered pursuant to the Law.
Escrow custody fee
Article 7- Notaries shall charge an annual fee of TL 141.18 for the deposits they will keep (whether the deposits are goods or negotiable instruments). A single custody fee shall be charged even if there is more than one depository.
If the custody of the deposits requires additional expenses, the notary public shall, in addition to the fee to be charged pursuant to the first paragraph, charge the relevant person for the actual expenses to be incurred for this reason. If the deposits belong to more than one person, the expense shall be divided among them according to the amount and the space occupied by the deposits.
In cases where the retention period is specified by law, the fee shall be charged in advance for the specified period.
The fee for deposits for which the period of custody is not specified by law shall be collected annually in advance.
In the event of a change of notary public, the departing notary public shall transfer to the new notary public the amount of the retention fee for the remaining period.
Notary fees for transactions exempt from fees, stamp tax and painting and expropriation notifications
Article 8- Notaries shall charge a notary fee at the rate of % 30 percent of the fee that would have been charged if the fee had been charged for transactions that are stated in special laws to be exempt from fees, stamp taxes and pictures, but which contain value. For such transactions that do not involve value, notaries shall charge 51,20 TL for each signature they approve.
A fee of 51,20 TL is charged for each copy to be notified to the person concerned in protest, warning notice and notice transactions that are specified in special laws to be exempt from fees, stamp taxes and duties and do not require signature approval.
In the expropriation notifications to be made in accordance with the provisions of the Expropriation Law, a fee of 51.20 TL is charged for each copy to be notified to the relevant person.
Book approval fee
Article 9 - For the opening approval of the books, an approval fee of 19,10 TL is charged for up to one hundred pages (including one hundred pages) and 7,16 TL for each hundred pages above one hundred pages. If the fraction of the books with more than one hundred pages is up to fifty pages, no fee is charged. If it is fifty or more, a fee of 7.16 TL is charged.
For interim and closing approvals, a lump sum fee of 7.16 TL is charged.
The approval of the books belonging to those who are exempt from fees, stamp taxes and duties according to their special laws shall also be charged in accordance with the above paragraphs.
Notification letter fee
Article 10- Notaries shall charge a notification fee of TL 19.10 for each letter they will write in line with the notification obligations stipulated in the law.
Road allowance
Article 11- When notaries public and their authorized signatory proxies leave the notary office to conduct business outside the notary office or to take the documents and books as per the provision of Article 55 of the Notary Law, they shall receive a travel allowance of TL 242.12 for each day of each business, in addition to the necessary travel expenses.
In the event that they are present at lotteries, lotteries, elections and meetings of private and official institutions outside the notary office and prepare minutes, notaries and their authorized signatories shall receive a travel allowance of TL 2,218.22 for each day of each work, in addition to the necessary travel expenses.
Brokerage fee
Article 12- The intermediary notary public shall charge an intermediary fee of TL 13.64 for each transaction, in addition to any expenses incurred by the intermediary notary public.

In transactions, notary fees and writing fees shall be charged in accordance with the provisions of Articles 1 and 3 of this Tariff.
Electronic Transactions
Article 14- In the event that notarial transactions are performed electronically with a secure electronic signature, a fee is charged according to the provisions of this Tariff.
Electronic Detection Fee
Article 15- In transactions for the determination of status, image, transaction or any similar data in electronic media, the notary fee and the writing fee for the report to be prepared shall be charged in accordance with the provisions of Articles 1 and 3 of this Tariff.
A fee of 27.27 TL is charged for up to 1 MB of the detected data, and 13.64 TL for each 1 MB thereafter.
Effective Date:
Article 16- This Tariff has been prepared in accordance with the amended Articles 61/A and 112 of the Notary Public Law No. 1512 and is applicable as of 01.01.2025.
